Programme Aim

The aim of this course is to provide participants with a clear understanding of:

· Advanced Procurement Planning. To develop the capacity to manage the planning process associated with the procurement of goods, services and works

· Advanced Contract Management. To develop the capacity to implement the tender/contract development, bid evaluation and contract administration principles and practices, associated with the procurement of goods, services and works.

· Advanced Communication and Negotiation Skills. To identify and improve the communication, negotiation and personal professional development skills required by those involved in advanced level procurement

Learning Outcomes

By the end of the programme participants will be able to:

· Analyse procurement strategies providing best fit to specific procurement situations

· Apply risk assessment and management processes to procurement activities

· Participate in the development and review of specifications for procurement purposes

· Conduct and document supplier research and market analysis and associated activities to facilitate the purchasing process

· Understand and apply issues related to supplier development, supply alliances and supply chain management

· Develop evaluation criteria

· Develop effective contracts

· Undertake effective cost and financial analysis

· Plan and manage the contracting process

· Communicate effectively in a variety of situations

· Apply the principles of conflict management

· Communicate, council, and negotiate effectively with clients and suppliers

· Demonstrate knowledge and application of the principles of professional personal development

Based on the above, UNDP/PSO suggests a 5-day course with the following programme:

DAY 1 Programme:

· Procurement strategy development

· Planning procurement objectives and strategies at the organisational level

· The role of policies and procedures in procurement

· Risk management planning

· Allocation of risk management responsibilities

· Steps in the risk management process

DAY 2 Programme:

· The impact of organisational priorities on specification development

· Activities involved in specification development

· Planning the specification process

· Analysing and defining requirements

· Developing Terms of Reference

· Supplier research and market analysis

· Value analysis

DAY 3 Programme:

• Bid evaluation planning and selecting the correct evaluation method

• Development of evaluation criteria

• Price and cost analysis

• Financial analysis, methods principles and tools

• Successful contract planning

• Developing contracts for services

• Types of contracts and methods of payment

DAY 4 Programme:

· Contract management and administration

· Managing contractual relations

· Key Performance Indicators (KPIs)

· Making the communication process work

· Communicating with clients and suppliers

· The importance of listening

· Debriefing unsuccessful bidders and performance counselling

DAY 5 Programme:

• Introduction to negotiation

• The main principles and types of negotiation

• Negotiation tactics and ethics

• Personal professional development

• Goal setting and prioritising

• Conflict management

Exams and Assessments

During and after the course students can decide to pass three exams:

· One in-class multiple choice questionnaire (MCQ) consisting of 100 multiple choice questions of which 80% have to be answered correctly in 2 hours. The assessment will test the student’s knowledge and understanding of the syllabus.

· One in-class workbook, consisting of approximately 30 short exercises to be completed during the course. The course tutor will correct all exercises before the end of the class-room training and all students successfully passing the MCQ and In-Class Workbook test will qualify to proceed to the Work Based Assessment:

· A Work-Based Assessment where students are given 8 weeks to complete a written essay (maximum 4500 words) to demonstrate their knowledge and understanding of the syllabus and how this can be applied in a work-related context (Work Based Assessment).

Successful completion of the two in-class assessment and the work-based assessment will provide the students with a dual UNDP/CIPS Accredited Level 3 “Advanced Certificate in Purchasing and Supply”.

Course fee: $1975 USD per participant

Participants are responsible for cost of own airfare and hotel accommodations.
